Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Defense Guarantee from Allies

President Zelensky has stated that European allies have failed to provide concrete pledges that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on midweek.

These remarks follow a day after the UK and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to end the war with Russia is reached.

However, full security guarantees have not been agreed. The US, which has been spearheading initiatives to halt the offensive, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has not yet commented on the announcement made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to support Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would defend Ukraine.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you must ultimately depend primarily on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "ninety percent complete".

Questions of land and security guarantees have been at the forefront of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
